When they first revealed FFX2 I thought Lulu got a redesign, but it was a whole new character. I'm guessing they added her in since most people liked her and they put Lulu off to the side.

Her design suggests they actually wanted Lulu to be the third member of the group but decided the more athletic requirements of the playable characters, combined with the narrative of newfound freedom and finding one's self contrasted too much with Lulu's buttoned down personality and lack of physical ability (she literally needs Kimahri to carry her in X when the group does anything requiring athleticism).

Lulu's got almost as much reason to shed her old, uptight behaviours in the wake of Sin's defeat as Yuna does.
And most of the issues with her athleticism is the fact she's got a hugely impractical dress that makes Yuna's own outfit look reasonable for someone walking halfway around the world.
