It gives a sense of impact. Without hit stop it's like your weapon has just phased through them. Even if their health bar goes down it doesn't feel like you're hitting them at all and is very unsatisfying.

This is another problem, she really shouldn't be following through on the swing. Following through is accurate for a slashing weapon like a sword, but a blunt weapon like a pipe would hit the enemy and then come to a stop. Following through with a blunt weapon would mean that you knocked the target completely out of the path of the weapon, so you would expect to send the enemy reeling or even flying. The fact that the enemy barely moves despite her wild swing following through makes it look like her weapon is phasing through the enemy and is also why people are saying there's no reaction when you hit an enemy.
It may seem like nitpicking or nerd semantics, but there's a reason so many people think this looks off.

It's done because of lazy developers.

Instead of animating or programming a reaction from the enemy for every kind of weapon, they just make it so that anything the weapon hits will freeze everyone for a split second, giving the player feedback that he hit something. without this, it would look like the pipe is just being swung through the enemy with neither entity reacting to it, which would look super fucking janky and incomplete.

Well said. The developers would only need to put a recoil animation for each swing variation and then blend into that if the swing makes contact. Might take a bit of calibration to get it right, but it would make things look so much better.

Hitstop and screenshake are great when used well.
Used poorly they make things worse.
