You can literally write characters even if they are AI-powered. The AI has a memory and you can insert whatever you want into it, including personal history for the character, what they like and what they do not like etc.

There are limits to this memory but you'd literally have to talk to the NPC for hours before they'd start to forget things.

Yeah, as much as I am skeptical about AI, more reactive NPCs, procedural dialogue, and the capacity for more context-sensitive impromptu interactions are honestly some exciting possibilities. It'd need writers for the game to actually make good character-card and lorebook equivalents for the machine, but I'm sure they'd be able to figure that out.
