GW only views video games as ads for tabletop, not as full blown companion media to it. As such creating an official digital medium to play Warhammer on would detract from tabletop sales.
Keep in mind GW makes money off EVERY aspect of tabeltop; models, terrain, paints, tools, the whole deal. Digital removes a lot of that.

40k covers several different genres at once with a large spread of potentially appealing factors. Hard to realy tell what the actual cost is, because the plastic itself is cheap as fuck, but it also pays the bills for the designer, warehouse and accountant on top of there being taxes and fees.
Few years ago they had to stop production of a warhammer quest box, because reportedly the new tarrifs on carboard inserts shiped from China pushed the cost of the box's production so high that they were losing money on each box that was sold.
