As long as the looming threat of Sony entering the market exists, aside from the other competitors that failed but spooked everyone SEGA dies every time. Both SoA and SoJ made great and shit decisions but even if you cleaned house they'd still panic and fuck up in an alternate history, at best you delay Xbox from existing.

The transition to the CD formats and rapid changing of tech combined with Sony was a category 5 hurricane for the market that killed platforms to game studios and publishers and even Nintendo took a massive beating but their cash reserves, strong diverse IP strength and portable dominance let them bunker down while the storm passed even with their panic fuckups too.

Would have come out around the same time as Sega CD and it probably would've sold about as much too (i.e. "successful" but really not that great). What changes is that Sony probably doesn't make their own console. So it'd just be N64 and Saturn. The question is whether the N64 uses CDs or not. If Sony is still partnered with Nintendo at this point, maybe it does. If not, Saturn wins by default because 3rd parties hate cartridges.

No sonic wasn't the only issue. The release getting speedrun was a catastrophic move but I think what truly killed any potential for the Saturn to recover in the west was not making any follow-ups to any of the series from the Genesis that were popular. Streets of Rage, Golden Axe, Phantasy Star.
And Shinobi looked like crap with those new graphics despite not being a bad game, it didn't feel next-gen to me back then. Many of the new ips also felt uninteresting and like they weren't really taking any advantage of the new hardware capabilities like Clockwork Knight (looked gaudy, DKC looked less ugly) and Bug who felt like one of those utterly forgettable bargain bin mascots compared to Sonic or Crash.
