There are no real superhero games apart from Spider-Man and Batman games who are incidentally the two most popular superheroes. Both also have extensive history of vidya, many of which good.
Superman just isn't popular enough in typical vidya audience for a solo video game unless it stands completely on its own two legs and doesn't rely on the superhero to sell it.
They tried spamming superhero games in the past and these games always flop for some reason. Licensed games just don't do well, they're often seen as a knock off product.

The people who dislike Superman usually aren't familiar with any of his stories and just rely on what they assume Superman is based on cultural cues. Superman isn't a story about an invincible alien who wins every fight by being strong. His stories are about nurture vs nature, what does it mean to be a good person, the American values like justice and liberty. The point is that Clark Kent is who Superman really is and it's Clark Kent who makes Superman the icon that he is and not his powers. As far as fights go, in many stories he wins by outsmarting his opponents or exploiting their character flaws instead of just brute forcing everything with power level.

This pops into my head every once in a while. You can get away with nerfing Thor since his fandom and influence is nowhere near as prominent as Supermans. You can inarguably put him into a multitude of different settings and scenarios and it wouldn't feel out of place. Earth based adventures and conflict like Superman, but fighting science or magic enhanced villains like the Wrecking Crew, Absorbing Man, Juggernaut, Hulk etc. You can have a strict 9 Realms game, have him fight the multitude of magic and monsters from Enchantress, Hela, Ulik and Loki. Thor has also visited and befriended other pantheons, hes bros with Hercules so you can do this as well in a Greek setting. Finally, you can have him go on space adventures. His closest friend is Beta Ray Bill, an alien cyborg, hes fought Galactus, Surfer, alien empires, Thanos or cosmic beings, Gorr etc. So why Thor has never gotten a real AAA game yet baffles me, but maybe its because no one wants to try it yet.

In Dragon Ball Z games you can pit SSJ3 Goku against Yamcha and he still takes damage even though going by PLs he should be damaged by it as much as Superman is damaged by street level goons. In Kakarot it even happens in story and isn't excused by it being a fighting game.
Or how Kirby throwing stars and tanking similar attacks doesn't prevent him from getting hurt by touching a Weedle Doo in the same game.

The new film was also mediocre and didn't properly establish what to expect of Superman. Superman's behavior in the new movie is inconsistent and genuinely puzzling at times. The scene with Luthor when he pops off is really bad and makes you think this is Smallville type of Superman, but then it clearly isn't. Even considering the context it's out of character for career Superman.
The Dark Knight and the Batman 2022 establish early on what point of his career we're seeing Batman at and that his portrayal is meant to be very grounded in reality with clear limitations. The new Superman movie makes no effort to do any of that or clue us in what magnitude of power this Superman has. We have pocket universes and black hole but otherwise his powerset seems pedestrian and feels weaker than Snyder's who was somehow both more grounded and more impressive. Do not take this as praise for Snyder, his films are infinitely worse overall.

The question always boils down to what Superman exactly because many incarnations are jobbers for whom planet busting is a distant dream while others are complex multiversal gods or higher. Black hole feat is fairly low on the list because base Goku after BoG is universal which dwarfs that and by the end of Super the characters are "stronger than time" and shattering into higher dimensions by exchanging basic blows and other nonsense. You can even argue DBZ to already be universal tier in anime because we have a scene where Vegito needs to power up to stop Buuhan from annihilating the DB macrocosm. But then you have shit like Sword of Superman Supes who'd mop the floor with Jiren with both hands tied behind his back. Latter incarnations still have higher dimensional feats but then struggle with planet level threats so they're extremely inconsistent.
Overall I think the cultural or zeitgeist Goku is consistently portrayed as stronger than such Superman when it comes to general flat power level but Superman ranks stronger and has that undefeatable aura to him. It's like Saitama being extremely OP in his own verse so he's seen as invincible but compared to other verses he's weaksauce even if you wank him.

Dante is legit fucking multiversal after DMC2. Argosax and Mundus are acknowledged as that powerful and Dante as stronger than them. DMC5 affirms this and even glazes Vergil and gives him crazy infinite speed statements in the supplementary material. Other than a few bosses notably Vergil/Dante and Mundus it is implied that all the bosses are a breeze for the MC. In DMC3 after defeating Arkham, Dante and Vergil are basically at full power and fresh but after fighting Dante, Vergil is significantly injured which is why he loses to Mundus so handily.

The hulk is pretty reasonable? He has insane strength and durability that keeps increasing to inifinity as rage builds up. Kingdom Come is the easiest comic to make a game out of.
Superman is older and retired, so you can depower him slightly for gameplay reasons.
There's superhumans going crazy everywhere, so you can have an enormous villain roster.
The only downside is there's no way you're going to faithfully recreate Alex Ross's Godlike artwork as computer graphics. The man is on a completely different level from other industry artists.

The only good part of Kingdom Come was the equally shitty crossover event they did with it where current canon Superman was utterly disgusted with how KC Superman let so many of his friends die and just gave up on the world. Because he was right. "Superman gives up on superheroism to go live in a fake Kansas in his shed" is a terrible premise no matter how much you like the art.

A moment of weakness had him accidentally nuking Kansas, it's not a surprise Supes would be downtrodden about the situation. And no shit Superman isn't in his top game, the entire STORY is about Superheroism failing the people. That's part of why Spectre asks a Pastor for Judgement, not a demigod. Moral strength and moral weakness is the backbone of Kingdom come, it's kindof embarassing just how much you missed the subtext. Maybe Snyder films are more more speed for cape stories.
