I think a lot of it has to do with exposure. If you've never played a turn-based RPG, then I could see how you could either get some mileage out of OFF's combat system, or at least not mind it. After you've played a billion games with the exact same combat system, you'll turn very sour on it. Given that it's such an integral element of the primary gameplay loop, it has the potential to completely ruin the experience. But not only OFF is guilty of it. Play any cult classic JRPG like Chrono Trigger or Earthbound, and they suffer from the same fundamental issue.

Action 1: Use weapon 1 to cast a weapon 1 exclusive skill which doubles your ATK
Action 2: Use weapon 2 to cast a skill that does 300% of weapon damage and ignores defence
Action 3: Switch to weapon 3, which passively makes it so that your every attack crits. Cast a spell which boosts your dodge.
