the problem is that pixels aren't being seen as a single pixel to a pixel, which cause a bit of bleed your eyes turn into a real nice almost shading.
with indie games now you're getting a pixel across maybe what, 24+ pixels? depending on resolution, with next to no light bleed, especially with OLED monitors.
which is also why old pixel art now looks messy, if you shrink it back down to the original 1pixel scale it gets way more readable.
undertales pixel art is still shit, but thats kind of the aesthetic the hack was going for, and it still gets the vibe across well enough when combined with the full art in combat or the textbox.
same goes for MOST new indie pixel games

The 1-bit and pseudo-1-bit artstyle used in Undertale/Deltarune does actually look really good and unique and I always think when I see it that it was a great way of cutting down on workload while maintaining a good style. But the sprite in the OP is awful for a main character even if the intent is to make the character plain.
Deltarune's look a lot better, particularly the dark world ones.

Some undertale sprites are cool e.g. mad dummy(overworld), royal dogs and mostly battlesprites like flowey, photoshop flowey, asgore, so on
But people gotta stop pretending that the game is pretty or that it remotely looks anything like earthbound
Most everything in UT is FLAT and the style isn't really trying to look retro because out of nowhere you'll also see hyper detailed 16bit spritework before being flashed with flat colours again
For real just compare the ruins or snowdin to like the trial hall or the core the style is all over the place

As if Undertale’s combat were any good... even late-game battles felt boring and silly. The only time I had fun was with Mettaton, I absolutely loved everything about him: the audience meter, the dances that made it feel like you were on live TV, along with the music, atmosphere, and cool attack patterns.
