Skyrim. 90% of what people talk about is the glitches, enemies flying into space, NPCs walking into sawblades, broken pathfinding for followers, enemies getting stuck in walls, etc.
Every game Bethesda has released since Oblivion has been carried by how comically broken they are until mods come out to make it actually fun to play. One of the major issues with Starfield was that it worked almost well enough to not have those sorts of problems, leaving it as simply a meh game with unfunny bugs and boring gameplay and thus no reason to even bother playing it without mods, which in turn left mod makers no reason to try and fix it, so it just stayed a meh game no one cared for.

It's difficult, because games need to be "good" mechanically or they're by definition unplayable.
Most "so bad it's good" involves either accidentally tolerable jank (Bethesda games), or bad but hilarious writing (Red Alert 3, just as an example).
However you'll never see a Manos or equivalent in vidya because the worst of the worst movies fail at even basic cinematography, and no game is worth anyone's time if it is unplayable - even to be enjoyed ironically.

Kane and Lynch but more in the sense that the game is clunky and frustrating on purpose to help you feel more in-character with the asshole protagonists

Movies that are so bad they’re good tend to just have a few standout scenes while being tolerable for the rest of the runtime.
I’d say games that are so bad they’re good have entertaining enough general gameplay while also having incredibly weird writing and jank that is hilarious when you experience it. Something like divine cybermancy.
