Its not bad per say (it is literally impossible for toby to fuck up music)
But the OG ost just fits better and is overall more memorable. The difference in mood is pretty blatant too

Probably has to do with licensing? the OG Off was free if I remember correctly, so I doubt the authors of the music used were really bothered. But the moment money is involved it becomes a clusterfuck legally. Hence why the creator asked Toby to come in. Even Toby himself considers his music less desireable, but he was asked to do it so he didn't have much of a choice.

Yeah it's tough because his new songs are good in a bubble, but they just don't fit the game.
It's like if OFF's original composer did new songs for Undertale, it just wouldn't work.

The original composer, ACC, is also no longer on speaking terms with Mortis. Mortis has never spoken on why, but ACC made it sound like he just didn't like who Mortis became. He described Mortis as a comedian whose jokes no longer made him laugh.

Presumably, those were questions he intended to answer but never got around to. He had his laptop stolen and lost access to the site while it was still unfinished, then I think got it back a long time later after and booted Mortis from it. All of this shit happened a while back, but maybe another anon with a better memory than me would have a better explanation of how it went down.
