I played it not knowing about the literally who streamer clip and enjoyed it. That's usually my sole metric for measuring game quality.

it came out in a time where devs tried to force side content as a condition to unlock main quests, an idea that almost killed the entire sand box genre. thank god we grew past it.

If the game had an actual Italian mobster it would have way better reviews. I enjoyed a lot of the mechanics and the weed manufacturing was fun.

The gunplay and shooting mechanics are fine and fun enough, I tought i'd get bored of takedowns but they remained fun through the whole game. The real fuckin issue is the gameplay loop being one of the most mind numbingly boring ones i've ever seen

>finally can kill the racket boss
>he's in an area you probably already raided before because it was one of the damage missions
What a fucking chore and each districts has TWO rackets that need to be rooted out before you can do an actual story mission. Oh and don't forget to assign rackets to your underbosses, but be wary of actually trying to split them because once you take over a district only ONE underboss will manage the district, guaranteeing the other one getting pissed the fuck off.
Who can forget the memorable underbosses such as

Her ending is always hilarious to me because it literally says that the hollow becomes an even bigger shithole because of her

Admittedly, now even 2 falls under the category of movieslop game but i didn't care back then because the story was so much better than GTA
