Novelty and accessibility.
Novelty:
Early 3D. It was Mario-64 levels of mindblowing at the time. Up there with OoT in terms of being a mediocre (by today's standards) game that was lauded because it was the first time many had seen 3D in action. Lots of Final Fantasy nerds buying a playstation just to play it because previously FF had been a Nintendo franchise.
The setting. Up until that point Final Fantasy had been medieval (knights, swords, armor, dragons) which at the time was a tired trope. FF7 is cyberpunk.
The FMV (Full Motion Video) cut-scenes were a first for most console kiddies. Lots of PC games had them but most console games didn't. Impressive at the time and there's a whole lot of them.
Accessibility:
PC's at the time were an arcane magic box that only the super nerds could commune with. It wasn't easy getting a game to run on a PC. You had to have a compatible video card, sound card and OS. Consoles were much easier in comparison, plug it into your TV and put the disc in, EZ.
CRT TV's were getting cheaper, around this time "flatscreens" were becoming the latest and greatest. This meant CRT's were getting more affordable because you could get one second hand as somebody upgraded to a flatscreen.
