Pressly is the only named character without a defined position.
Chakwas is the doctor, Joker is the pilot. That's literally it.
In truth, Kaidan should be the XO. Maybe the XO can't leave the ship on a regular basis, but Shepard was the previous one so that's not likely.

Why doesn't Shepard do any of that? He is the commander of the Normandy. It would be one thing if he was just a commander of a mission that the actual Normandy commander and crew were tasked under, but he is specifically the commander of the ship and crew. He should be running it.

His point is to bring up muh space racism and make the player accept that aliens and by proxy brown people irl are great and should be accepted. He even has lines like "I guess I'm stuck in the old ways of thinking commander."

In his datapad you find at the normandy crash site he also states that he was ignorant to not trust aliens and that he's glad he overcame his space racism. So in summary Bioware sucks shit and was always woke.
