Todd needs to go too. He is a micromanager who is also a lazy, uncreative shit. Oblivion was set in "Not Middle Earth" because Todd thought creative locations like Morrowind and what was in the earlier manuals was not capable of appealing to people. All the skills that get removed every game? That's Todd because he thinks players having options with skills is too complicated. Players being able to join every faction with no choice or consequence? That's Todd, who thinks players should be able to experience everything in a single play through without any difficulty.
Emil is shit, because he is why the writing is so shit. He defended not having a central design document to keep all the teams on the same page because, "The design document quickly gets out of date," and the concept of just having 1 person maintain a central design document by doing weekly checks with team leads is apparently too out there. And, while I no longer remember the source, Emil also basically said he tells the writers to write whatever the hell they want with no oversight, and then he'll just figure out where they can stuff into the game somewhere. Which would explain why Starfield felt so fucking disconnected and inconsistent with its world building for civilizations and colonies that have only been separated by ~200 years but still communicate and trade with FTL travel.
But ultimately, as shit as Emil is and how damaging he is to the games he has been lead on, it all comes back to micromanager, play-it-ultra-safe Todd. Hell, Todd is the one who promoted Emil up to Emil's incompetency level in the first place.
