I have a legit question for Uma regarding rolling for new horses: Are there going to be new one and two star horses added to the permanent rotation or is just going to be three stars that I have to wait a year or so to see again?

No banner is FOMO in this game, everything gets added to the permanent pool, the banners just have a "rate up" so if you really want the Uma/card, it's still worth rolling during the banner. For example: If you try to roll one year from now, if you get a rainbow gate it could be ANY of the 3 stars that had banners since launch.

A few 1 and 2 stars added but they're the minority compared to 3 stars.

I think her skill is pretty good though sometimes it feels like it misses activating for no reason but that's every skill, and her Potential 3 gold recovery skill is the bad one apparently (early-race). Her career is normal besides her debut race and deciding to run in the wrong December race since those are both miles, there's no surprises after that. It's a story of one sided family drama + recognizing other runners will have the X-factor when things get serious.

Someone can correct me if I'm wrong but apparently the career mode has a hidden stat check at least during the URA finals. That is, you should aim to have all of your stats at 350+, 400+ to be on the safe side, even for something like guts. Because if you don't, the game may just choose that you'll lose during the finals (or later goal races). This happened to me often especially during the Golshi mode. I could be sweeping the floor in the earlier races and then my uma would be jogging slowly like the track was made out of tar in the URA semis.
