It's because in America, eggs are collected from ginormous mega farms where millions of chickens crammed into tiny spaces to maximize the number of chickens that can be kept alive within the smallest space possible.
These conditions are so filthy and unhealthy that bacteria/viruses/diseases/etc can jump between chickens like crazy, and therefore eating raw eggs.
Because of the eggs coming from absolutely disgusting conditions, this is why American eggs have to be machine washed and sanitized vigorously beforehand. This strips away the outer layer/protection from the egg as you said.
Furthermore, Americans store their eggs long term, because this allows them to ship their eggs from mega farms further and reduces wasted products. However this increases the chance that eggs will become unsafe to eat raw even under refrigeration (Especially with the previous cleaning)
If you get your chicken eggs from a free range ranch, especially directly from the farm, then they're way safer to eat (You should still hand wash them beforehand btw)
