Thinking about how both dragons and the god Tsun use shouts, and how mortal use is considered a gift from Kyne i think it's just a form of power all gods can use and not specific to dragons. Unless all gods are dragons

The thu'um is different that that faggy elf magic they practice at the college though. They could've made it a questline to seek out other tongues and either kill them or make allies out of them. The one cool fight in the game was with Miraak because he was attacking you with shouts and using Whirlwind Sprint to dodge.
