Microsoft turned it around quickly enough for it to be adopted by nearly everyone (and beloved by many) after unfucking it, but it WAS shit when it was brand new.
From then on out, nearly every iteration of each new version of Windows followed that stigma. Absolute dogshit at first, being upgraded to please the audiences with their massive grievances, then being accepted as either begrudgingly as an "upgrade" (XP, 7, and later 10), or just being shit for the rest of its lifecycle (ME, 8, and 11).
From the moment of Windows ME, nearly everything in the tech world followed a similar pattern. Garbage release, improvements upon itself, and adoption/failure.

First off, a "tiny" update back in the day was maybe a few dozen kB. Them shits were there for mild upgrades and little fixes like "illegal operation" errors and streamlining shit under the hood. You could have them done in minutes, restart, and you'd be golden. Anything over a few hundred kB would have been a massive fix. One MB or more would have been nearly a complete overhaul of certain processes, or a radical change in how the OS worked in general. A MULTI-MB update would have been nearly an entirely new OS in and of itself. Remember how Win98 used to come in 4 floppies and needed DOS to be installed? Those floppies only held at most 1.4MB per. You only needed a few of them to install a new OS until CD's became the storage norm. Again, the bullshit your pushing is a false equivalency and talking out of your ass.

You are just your average dude doing PC things on your Windows PC - Pajeet at MS fucks up and after an update your Windows system is suddenly instable. You can't just boot into an old image directly on startup with Windows. You have to use the recovery option. Which is fucking dogshit.
Most would go to the Update Center itself and "roll back" if they can still do that on their system but even that doesn't really work most of the time.
