This doesn't make sense because you cannot directly compare execution requirement and effectiveness

wait so it is impossible for a character/build/deck/team comp to be both easy to play and effective/consistent?
and is it impossible to compare to other team/builds/decks/characters that have a different level of effectiveness/consistency and execution/skill requirements?

Not on the same axis.

We call that the shitter carry.
Something that's broken while being extremely easy to perform.
Examples
>full power kashtira in yugioh
>Wi'sadel in arknights
>elphelt in rev2
>1 second spell effect exploits in morrowind
>black knight weapons in dark souls
>watcher stance loops in slay the spire
And so on and so forth

ok so I played elden ring with a multitude of builds and I kinda can see the differential here
magic builds for example were much easier to use than pure melee builds

The Vaccinator in TF2
>Medigun requires 1 extra mechanic skill, which is to just switch between resistances
>In exchange you get;
>>An Uber that charges fully in 24 seconds with optimal healing (normally it’s 40 seconds of optimal healing)
>>An Uber that lasts effectively 10 seconds* (when normally it’s 8)
>>By 10, I mean 15 because this bitch can charge Uber while using Uber, meaning you can get an extra 5 seconds of what is effectively invincibility
>>And while you’re using that 15 seconds of Uber you can cap objectives
>>And you don’t need to keep your beam on players, you can just give a player 2.5 seconds of near invincibility
>>And because each Uber is split into 4, you can always pop one to save your life when you otherwise would be killed
>>And if you’re using the crossbow, you can pop an Uber, and crossbow to heal your target when they have near invincibility

That is what graphs are for, here is an example using MH weapon effectiveness and skill required to actually play them, charge blade takes high skill but rewards you with high damage, long sword in the other hand is brain-dead to use but ridiculously overpowered.

A low skill high DPS weapon is a shitter crutch.
