Because both flavors of government are technologically illiterate luddites that love censorship and hate freedom of expression so there's absolutely no reason to risk your livelihood on game dev in the UK when the government can just pull the rug out from under you whenever someone feels like the nanny state needs even more control. This has lead to massive brain drain.
