Mods were the reason many PC games in the 90s and early 00s got huge and remained popular for more than a decade.
Doom, Quake, Unreal Tournament, Half-Life and Elder Scrolls especially would have been come-and-gones like virtually everything made after 2010 if they didn't have gigantic modding communities. The "golden age" of games were carried by modders doing shit for FUN. Devs could make a stable, flexible game in 2-3 years and leave it to players to have fun with it while they focused on making the next game.
The reason games today "need" devs themselves making nonstop season pass live-service DLC is because the community can't make the content themselves anymore. Without the constant new content, players would simply hop from game to game, killing each game's long-term profitability just from selling copies.

The hyper-monetization, publishers locking everything down and being shitty moral police, the change from public dedicated servers to publisher cloud servers, and attempts to 'officially' set up monetization of mods, all of it killed the chance for any game to garner long term, healthy communities. The practices exacerbate the issues, so publishers need to set up very costly (and pricey) content pipelines (which still produces a relatively low amount of content over time) for their current game(s) while taking 3+ years making the next with a small army of outsourced retards.

Some of the biggest games with robust communities today aren't AAA live service slop that gets forgotten and enters maintenance mode after about two years; it's very open, moddable games like Minecraft where a shitload of people make content for fun (that also very importantly means for FREE), for more than a decade now.

At minimum a kilometer of high speed rail is 10 million dollars per 1 kilometer. But it's usually way over that. going to 50 or 60 million even.
