Hundreds of indie games are released per year with pixelart style, probably more than any time in history. None match the feel and fluidity of an almost 30 year old game. How did they do it?

Necessity is the mother of invention. The technological limitations of the day combined with screen fidelity forced the artists and engineers to get creative with what they make. Now that ever tom dick and cut off dick can make a million Gregapixel platformer, all they can do is try to replicate an atmosphere they’ve felt before

I think the last game I played with pixel art that blew me away was Touhou luna nights. Metal Slug artists were a different breed though

A lot of indie games are by like one person teams with little experience. Even the first Metal Slug was by around 12 or more people who were already industry veterans.

That's because the developers of the 30 year old game, Metal Slug, wanted to make a good looking game. Pixel art was just a tool for them. Meanwhile a lot of indies are doing pixel art for the meme. They don't care about the looks. They care about the fucking pixels.

because they're indie. Japan also had a huge headstart to stylized pixel art in an era where western devs/artists preferred realism. Japan had proper pixel art professionals in the late 80s and early 90's hired exclusively for video games.
Indies are usually very small teams but without professional experience, they're always going to be underwhelming, skinwalking other shit, or rarely decent.

There are some, for example Tengo Project
/The Ninja Saviors, it's just expensive and requires expertise. owlboy for example took a decade to make, versus dead cells which "cheats" character pixel graphics with 3D models
