Peace Walker was worse than Portable Ops. The only reason people think PW is better is because it was on the HD collection that got ported to everything. The only reason people think PO is bad is because they heard some influencer told them so (almost no one actually played it).
Peace Walker had the worst controls in the series and the gameplay became too repetitive, especially toward the end. It was so bizarre how Kojima provided 3 different ways to control the game, none of which was like the classic MGS control scheme, and they all sucked. The story is just as bad if not worse than Portable Ops. There are only two things that PW has over PO the first being that the levels feel bigger because of the Monster Hunter structure they have, but that is ruined by the fact that you get booted out of the level after completing a task that takes way too little time and effort to accomplish. The second being the fulton recovery system which is a straight upgrade from PO.
Portable Ops controls like a portable version of MGS3 and even has the same movement capabilities as MGS3, not opting to replace the crawl with a crouch like PW did. The levels, while smaller overall, feel like a single map screen directly from MGS3. The game, while having optional repeatable missions, is nowhere near as grindy as PW and can be completed much faster so things don't become as dull so quickly. The only thing that slows the game down is recruiting soldiers, but that isn't as bad as some people make it out to be since you just need to get the body to a relay box to recruit them. PO also has much better boss fights than PW, with actual human enemies and a metal gear boss that isn't repeated ad nauseum.
Peace Walker controls also bled into the 3DS version of MGS3 which I played recently and it was horrendous.
