PC's started becoming commonplace in households starting in the tail-end of the 90's, even in poorer countries.
They became a requirement for business, and the blossoming internet was extremely attractive for people, but usually there would only be a single computer in the house that the whole family used, where the parents would use it in the day for work or checking emails, then the kids get to play games on it in the evenings.
You didn't need a particularly powerful PC either, any basic office PC would do, as poorer families had access to hundreds of DOS and Win95/98 games that could run absolutely fine on any PC circa 2000, even without a dedicated graphics card.
By the mid 2000's and in the wake of WindowsXP, it became mandatory to own at least 1 household PC, but older hardware became so cheap that kids would get hand-me-down PC's that were outdated and couldn't be sold for much, but could still play games, this is where the disdain for Brazilians and Russians came from, it was Brazilians for Americans and Russians for Europeans, where they would flood free mods for old games, like half-life mods or free online games (like Maple Story, Gunz the duel, etc) because of the low price of entry, and then shit up the place with their awful culture.
To this day I maintain that every game should have it's own dedicated Russian server, to act as a containment zone for them, because they are the fucking WORST in every game I've ever encountered them in. I've rarely had issues with French, German, Swedish, Polish, etc plays, but Russians it's NEARLY UNIVERAL that they are cunts, and it's been this way for at least 2 fucking decades, it isn;t changing, they refuse to be better people, and so they shoulod be forced to only play with each other.
