I have no idea. What made LBP work was that it was easy enough for even the biggest retard to make a platforming level or something but it also had a high skill ceiling which allowed people who were dedicated enough to make some pretty impressive technical things despite the limitations.
Dreams is way too complicated to use for the average schmuck and anybody putting effort into making a game is much better off just using an actual game engine so they aren't limited to PS and can sell what they make.

Lots of thinkpieces have been written about this but I really do think it comes down to not having multiplayer.
90% of the popular LBP levels were multiplayer survival or RP houses, most people treated the game as a social platforn rather than a proper game or creation tool, so removing that aspect from future projects doomed them.
