Post-collapse settings are reasonably common. Full "Dying Earth" is also somewhat common as a justification for space games, but there's not much focus on Earth specifically there. As to why, I'm not sure. It's not all that common in other media, either.

If you make a game set in Book of the New Sun, the whole "dying" part isn't really relevant. I don't know how your game could feasibly be /about/ the dying. How would you even translate the banal parts of Severian's journey to a game, let alone the trippy shit?
