In general a sequel can work and get most of the old audience on board, it just needs to be good.
Civ 7 is a disaster, a bad game at launch, which also completely removed the key iconic elements of the franchise which players adored.
Because of that, there is little reason for a Civ fan not to play 4, 5, or 6 considering they are cheaper, better, and more true to the franchise's heart.
A big question though is if a new strategy game can succeed.
Paradox tried with Imperator Rome, but that flopped. That game wasn't even bad. It just didn't hold people's attention the way other Paradox titles did, meaning strategy gamers merely kept played EU4 or HOI4 and didn't give Imperator enough time for it to carve out its own niche
