the bean counters probably found a way to cut on the cost of developing the soundtrack by having it release before the game so the artists get a percentage of revenue of copies of just the soundtrack sold in exchange for a smaller upfront payment

I don’t think any of the anime songs that were featured in Air Ride returned in any other Kirby game, Checker Knights was only in Brawl and didn’t return in any subsequent Smash too
All the City Trial event music except for Rowdy Charge Tank is actually reused from the Kirby anime, and Rowdy Charge Tank happens to be the only one that was used again (in Robobot)

Air Riders is gonna be a shadow dropped eShop game, it's not gonna be a full-priced retail game.

Item Bounce is from the Kirby anime, it's actually called Dedede Bustle, it's a variation of King Dedede's theme in the anime. About half of the original Air Ride's soundtrack is taken directly from the Kirby anime, probably due to the relatively brief development time. Checker Knights (another song from the anime) probably only got into Smash Bros Brawl due to an oversight, since it was the only song from the anime being used as the theme for one of the main racetracks, and Checker Knights was absent from all future Smash games.

All this is to say that I would doubt Item Bounce (or a new version of the same song) is going to appear in Air Riders' soundtrack, unless Sakurai specifically pushed for permission to use the anime soundtrack again. And with this Special Release on the Nintendo Music app, the soundtrack may very well have something special about it.
