Both actually. Cloud for creating a backstory headcanon and Sephiroth for wrongly believing Jenova to be a Cetra.

"Sephiroth" knows JENOVA isn't cetra after Cloud kills him in Nibelheim. He never mentions the fact that both he and Aeris are ancients or cetra after that. This is because he is either the lingering spirit of Sephiroth trying not to merge with the lifestream and maintain his identity, or he is actually just JENOVA wearing Sephiroth's form to mess with Cloud's (and others') head. So either way, he has gained the knowledge of JENOVA's true nature: that's precisely how he knows about the black materia and why he wants to summon meteor. JENOVA and Sephiroth's ghost (or whatever he is) both want to kill the planet and eat up the lifestream to become a god. It's just a question of which one will win out if they merge, or if they will unify as part of the Reunion (since Sephiroth had JENOVA cells).

This is all spelled out in the original, but the other games and stuff doesn't really contradict that core story. In the original game, Cloud is the only one being delusional. Sephiroth is a megalomaniac, but he isn't being deceived by JENOVA or himself. His scheme basically succeeds until Cloud and crew kick his ass before Holy stops Meteor.

It's really fucking funny how a singular line ruins the entire game's plot when they could have just held back. The reunion being 100% Jenova's doing using Sephiroth's form as bait for the purpose of getting him resurrected by his killer would have only enhanced the plot while also giving Sephiroth a real drive against Cloud
