Because they not only had to accurately aim precise rockets and rails but accurately track high speed targets with the LG. This tranny has a huge jump of acceleration and it's why you only see fast flicks and slow (and not even vaguely suspicious) tracking with nothing inbetween; they cannot effectively perform the middle range of movement inbetween snapping to targets or keeping their cursor on a slow COD enemy.
Also movement was important for quake so high acceleration would be increadibly retarded.

Lastly the idea of acceleration having any legitimate use hadn't really come into vogue yet. Both because of the above issues making it not worth it in most games of the time, and just the general developmental timeline of aiming tech.
