Because the Japanese don't have them in their myths, stories and legends. When they hear ''elf'' they only picture the image they've seen from American movies or videogames.

Most American media elves are specifically depicted as being wise, ancient wardens of nature in a similar vein to Tolkien’s idea, since D&D copied from LotR and it was the template that most RPGs subsequently stole from. Not sure where the Japanese got their “ditsy barefoot nymph people” inspiration from, but it sure wasn’t the west.
