You don't specify budget but by default I would recommend the 5060ti (16gb) or 5070.
The 5070ti is what you buy if you need a "budget" 4k card or if you're just really paranoid about 12gb going into the future.
5080 is kind of a shit buy even at msrp especially with it having the same amount of memory as a 70ti, but it will likely age a bit better than the ti at 4k.
RDNA4 was a flop, fake msrp is the only reason people were excited. There's no reason to buy the 9070 or xt with as expensive as they are, and the 9060xt is more of a 5060 competitor than anything else (but if that's your budget it's the better buy)

Nvidia blatantly lied and misrepresented their product. Even if you accept MFG it's still nowhere near the performance of a 4090 because you already need very high framerates for framegen or it will feel terrible. Ironically enough it's useless for the lower tier cards, which would have actually benefited from that kind of technology being slower and all.

40 series is too expensive to usually be worth it. If you can find a local deal go for it but otherwise...
50 series isn't bad, it's just that the raw performance gains over the 40 series was "boring."
Like if you were already on ada other than maybe the 4090 to 5090 there would be no reason to upgrade. 3090/3080ti kind of a hard sell too unless you see yourself getting good use out of access to high end rt/pathtracing + multi framegen.
