Straight line and circle are memes even Loomis talked about when he made fun of people saying "Oh I cant draw even straight line" when asked about whether you draw.

Artists use rulers and curcle tools for those.

Sometimes.

What most non-artists struggle with is that they think all contours are drawn in single continous slow stroke when in reality you do fast confident strokes in parts. Also artists dont start with final ink outline but instead there's 1-3 layers of sketching and constructing underneath. You should also use references. They are not cheating. They simply help you see how things should be instead of you guessing and undoing and redoing

If you need straight line, you use ruler. If you need perfect circle, you use circle tool. However if you drawing an illustration of, let's say, car with circular tires and some straight planes, you do construct them to show their ahape but you draw them freehand. Completely oerfect straight lines and circles don't mesh well with the rest of the illustrations. But even then the artist dont draw compketely straight lines or circles in one go. They ibstead convey the illusion of them being straight and circular
