i remember that but imo it doesnt really make sense to me. he just doesn't seem to give a fuck about people much in general, especially outside vegas. whenever he talks about humanity, it sounds more like he means that as like an extension of himself, not the actual doughy lumps of humanity walking around his casinos.
imo he could have stopped the war if he *really* wanted to, but he just elected not to. why? the same reason why he doesn't help anyone in freeside or out in the wasteland. partly because it is annoying for him to involve himself too much with people and their stupid problems, but also because he thinks humanity gets the world it deserves.
but i understand this is just kinda like vibes-based headcanon shit. maybe he really is about what he says he is about. i don't think he is a bad guy at all though, either way. i just think he's too indifferent to be really evil like they're implying in the show.
