Sega and Bamco have had a public business partnership for a while now (5 years since iirc), it involves cross licensing and marketing. This isn’t the only one example. Others include tv costume appearances together, constant friendly plays in the basketball team each company owns (yes they own b-ball teams in japan), and a lot other stuff

Pac Man is no one's favorite gaming character. Not even fat gluttons like Pac Man. In fact people go "Who?"

I don't understand what Sega expects here. If Mario is the Mickey Mouse of gaming then Pac Man is Felix the Cat and how popular is he? Not at all, he fizzled out in record time while other characters took the spotlight and became long running successes like Tom and Jerry and Popeye.

Pac Man is the same. He got replaced by more successful long running characters like Sonic himself. And then you have other brands that became long running like Castlevania and Mega Man. I just don't understand why they wasted the money on Pac Man. Maybe he is a cheap brand with some novelty due to gaming history but no one cares about Pac Man. You would get more people to buy this DLC pack if it was Leon from Resident Evil if you really want to use a popular gaming character from third parties as an example.

Green Hill, Chemical Plant, and Sky Sanctuary are pretty much the designated "IP marketing" stages at this point, so I don't see any reason to expect anything else.
It's kind of amusing (and sad) that Sega's been relying Generations assets for nearly 15 years now.

The way voices are handled in this game seems obnoxious in general (characters constantly chattering and repeating the same 2-3 voicelines for every single trick), so I'm honestly not bothered by the lack of dlc voice acting. I'm just going to end up turning them all off anyway.

I honestly have no issue with this.
And I strongly prefer it to the alleged TOTALLY NECESSARY INTEGRATION OF AI.
We're in an age where Sonic Generations STILL looks more aesthetically pleasing than a lot of games coming out so why NOT still use those perfectly good assets.

It's not wasteful after fifteen years, at that point just becomes self-indulgent.
We're nearly getting to the point where the amount of time between Sonic 1 and Generations itself is matching the number of years Sega has been relying on the latter's assets. It's a little silly, especially when the series has had several other HD games released since whose assets/environments could be used instead.
