References are not a bad thing inherently, but when you cram in too many in, it comes off as clinging to other properties in a bid to make yourself more relevant, and fearful of being able to stand on your own merit.
Games I'd more call a "love letter" to the genre would be the recent Eartheon or Rolling Gunner.

Most indie games would fail that test because indie games are made as an extension of the creator's social media presence (everything has to be some cult-of-personality shit attempt now) and the game is mostly tacked on as an afterthought. Anything involving the actual game is put on the backburner in favor of:

On top of it, it seems too aware of the para-social relations the fanbase develops with the characters.
