It's up there. The world just needs more small cities and villages. Midgar is great, but being the only big city, and there are only a few villages, this a bit harms the player immersion.

The issue with immersion is that you sort of reach the point that from a gameplay perspective, the game doesn't benefit from more towns. In a game, you want at least 80-90% of the towns to have some sort of purpose, whether in terms of story or gameplay. You can have MAYBE one or two superfluous towns that are just there to add a bit of immersion, but too many are just a waste of time for both the developers and the players.

Take FF9, it has better world population. There are kingdoms of alexandria, lindblum, burmecia, cleyra, outer continent has its own population, forgotten continent has abandoned shrines and locations. lost continent has its own population. There minor "peoples" like moogles and chocobos. There is also terra population. I'm probably not listing other towns and places.

FF7 seems more barren compared to that. FF9 world feels more lively.

if we are talking BEST as in comparing to more traditional storytelling media than I would say no, there are some issues and inconsistencies, but thats only if I am looking at it from the angle of a pretentious prick who only reads books and can't engage with anything else that is deemed lesser. As far as video games then yeah it's one of the best stories. You don't just stand the test of time almost 30 years later simply because of hot girls and shipping culture. When you think about the entirety of the game and you break down how each character fits in each role, starting from the beginning, learning about Avalanche, saving Aerith that leads into the Sephiroth plot, beginning the journey outside Midgar and learning about the history of Jenova and how cloud fits in the story, not to mention the interesting properties of the lifestream and how they integrate it within the worlds history, and just the emotional rollercoaster it takes you on with a big finale, yeah there's not many other stories that compare, even if it was a little rocky with adding in things last minute, some Sephiroth jank and some difficulties piecing some parts together especially when Zack is introduced. Not only that but it also walks that rare line of being retarded in its humor and characters, but also switching over to being serious without getting too preachy or pretentious like games tend to do now. Killer OST too. Obviously you have to suspend disbelief for some parts which I think is fine because it's an anime game, not a 1966 realist character study novel. Its just good fun is what it is

It's kind of like death stranding where the lore and characters are solid, it's just that the writers didn't quite hit the mark with being able to smoothly translate their ideas into a consistent beginning to end narrative. Both could have been 10/10s if left to cook a little longer, but I would say FF7 is a 9/10 in spite of it all because as a video game- not just a story- taking into account everything else like music it's still one of the best experiences.

In Rebirth, they tried to flesh out the various towns more. But it's important to remember that Shinra more or less controls the entire planet in FF7.

According to Rebirth, there were originally two major powers, the Junon Republic and Wutai. Eventually, Shinra started amassing more power and annexed Costa Del Sol and Kalm, kickstarting the Junon War. Shinra won and took control of not just Junon territory, but most other territories as well. Wutai was also a major power, but it seems they initially stayed out of the conflict as it seems they didn't have a particularly close relationship with Junon. It was only once Shinra started eyeing Wutai's territory that the war happened. Right now, the only major superpowers in FF7 are Shinra and Wutai. There are no other kingdoms or republics, Shinra controls almost everything. If any other kingdoms did exist, they either would have been snuffed out by Shinra decades ago or they'd have allied with Wutai in resistance.

Even if you ignore all the Rebirth retcons, the initial establishing lore of the original PS1 game was that Shinra controlled most of the world. Why do you think there are Shinra-owned mako reactors everywhere? Those reactors are the proof that Shinra controls that area.

This is why ff7 is overall better than ff9 despite featuring more barren world, because the story itself in ff7 is more "realistic", while ff9 is "too fantasy". But, imo, the "rich" world in ff9 helps it tremendously.
Maybe it's good for ff7 to have small world population, as it adds to the state of anti-utopia. It's just something that I can criticise and peck ff7 for. Otherwise it's too perfect.
