Yes it matters a lot because it conveys stuff that you don't want to be said out loud or cannot be conveyed by dialogue. Probably half the reason why Kojima games are so popular as they're one of the few who have actual cinema tier cinematography.

It goes a long way in making a game's story more interesting to sit through. I recently played through Deliver At All Costs and it actually made solid use of the camera, even though the animations suck and the voicework is lackluster I wasn't bored
