Originally, it was going to be basically Alien Isolation but as an indie horror game made by a small team. Then the actual alien isolation happened and the team lost all motivation to continue making it, leading to it dying outright. Development was started on a new version in 2021~2022 and that new version is finally coming out this year.

Actually they did a big post mortem some years back, basically, they ran out of money.
And since they were working on it part time it was becoming less and less of a focus project until nobody was working on it anymore.

Kinda. It was first announced more than 10 years ago.
Then only got slow updates in social media.
Then almost nothing.
Then nothing.
Then it got a new trailer on the last E3 or equivalent.
The nothing again.

It was first advertised on Steam Greenlight back in 2013 and got approved there. The camera mechanic and sewer/ladder scene was in the first gameplay trailer all the way back then so at least they kept it similar to the original concept. I do feel bad for the devs because Alien Isolation came out and basically did everything they seemed to be doing.
