Because the point is to make Fallout a permanent wild wasteland (yes, in the trait sense) with the same recognizible icons over and over again. Nuka Cola, power armor, supermutants, ghouls, zetans (even though they were easter eggs and never mattered in the lore), robots, etc etc. Add to this the shit they want to push like Lovecraft monsters and this new capitalist message and yeah you get Bethesda Fallout.
After all, it'd be too difficult for a man like Emil, who has stated before that he keeps zero notes about lore and he just makes shit up on the spot (leading to hilarious consequences like Nate the Rake and the ghoul kid inside the fridge), to write the evolution of society after that and make it even mildly interesting, let alone to the level of the classic Fallouts and New Vegas. So he never tries
I'm half certain that with how one-sidedly incredibly good the House ending in NV is, the devs made it as a final send-off knowing what the franchise would degrade into. It's basically an ending which if you ignore Bethesda "Fallout" assures the evolution of humanity back into what they were and more as they travel the cosmos and fix Earth.
