From what I can find a lot of it has to do with colour grading, a lack of quality art directors and also a move to digital. The move to Digital shouldn't have killed things as hard as it did but it just kind of did, you can take the same old method but you now have the ability to fix existing frames, get better reference between frames and spend less time finalizing frames, but for some fucking reason it lead to a lot of copy frame modify frame slightly
Colour is another big one, for some reason people just like using more sterile colours, old anime is like an incandescent lightbulb with it's warm yellowish light that's more akin to the sun vs a fluorescent bulb with it's harsh sterile colours, and I just don't fucking get why that's the trend.

Unironically physical media. Anime and cartoons used to be drawn on actual paper and film with multiple physical layers. When anime went digital in the late '90s early '00s, and I don't mean 3D but not using actual physical paper/film for the drawings that end up in the final product, opting to using drawing and image manipulation software on the computer instead, the early adopters of this new method and pipeline looked pretty damn bad and simplistic in places. However, they got a hang of it quickly, but something was already lost at that point. It had already become too clean and lacking in human touch and emotion.
Fast forward to 2020s, almost all charaters in anime are just 3D models that are made to look like 2D animation. They are virtual dolls manipulated in a 3D studio with some flourish. Better than professional flash animation / tweening, I suppose, but not that much.

Of course they still draw on paper – mainly for concept art, promotional art etc. purposes, and for other stuff that actually need to look good (some scenes, especially for movies, maybe OP or ED etc.). Look at literally any TV anime and it's all just 3D models being manipulated.

Nigger 90% of frames in anime(especially character designs), even to this day, is drawn with hand- skilled animators draw the key frames(frames that define movement) on paper, and the animating frames that fill in the gap are drawn in china or SEA.

Even the backgrounds are usually hand drawn from what I can tell.

They are fed to a scanner for colouring and such, since the colouring is done digitally, and since '20s anime studios love bombarding meme RTX-on adobe photoshop effects the end result looks like an eyesore
