What's the difference between this and CK except time period?

My problem with these games is that you either pirate the dlc with creampie or you're looking at a game that costs $50 + $40/year with the dlc pass

But as the other guy said, Victoria is more detailed in the economy simulation and these kind of games should NEVER be bought on release, as they receive a slew of DLCs (even if you pirate them, you might as well wait for them to exist before playing)

That's true about all of their games, btw. Yes, even CK3 and Vic3. Every one of their games still uses Clausewitz engine with minor tweaks. All of the AI behavior calculations still happen on a single core.

I'm not gonna buy it, not gonna upgrade my PC for it, not even gonna pirate it. The UI in this game looks disgusting, Paradox has legitimately gotten worse at UI design over the years and they really want to shoehorn those ugly-ass 3D portraits into every new game they make, huh?

Theres always a catch with new paradox games. Imperator Rome looked fine until they revealed that you had 4 mana types and even when they reduced it to just one currency the damage was done. I also fully expect them to reintroduce the powercrept mission trees in this game at some point.
