In Russia it's because they're miserable bastards and want to take it out on everyone else. Like that Dostoevsky passage about how Russian cart drivers would lash a horse about it's eyes even when it was clearly overloaded and couldn't move.

For China it's because cheating is seen as something that you have to do because everyone else is cheating. So if you're not cheating, you're falling behind and playing a sucker's game.

The whole cutting corners philosophy really undermines them.

Like if China could make knockoffs that were actually high quality then people probably wouldn't have the "cheap Chinese knockoff' stereotype view of their products, even if they aren't original.

It's the fact they're knockoffs that are noticeably and evidently worse than what they're knocking off that makes them notorious. The lack of care or desire to change that opinion is bizarre.

To the degree that "Peace and harmony" as an ethos was ever real it was only truly believed by a very small sect of philosophers and holy men. The average palace bean counter used it to make sure the peasants wouldn't kill him as he collected taxes and skimmed his share off the top, the royalty used it to keep the nobles in line, and the nobles used it to keep the tax collectors from stealing too much.

I think in general, Chinese people prefer a stable, status quo of people minorly backstabbing everyone else all the time to the all out chaos that would come from attempting to prevent all this low level shit behavior.

Couple of factors. First one is shame-centered culture instead of guilt-centered aka outside influenced morality rather than inside. If a person is taught that paying for his ticket in public transport is right thing to do (because you pay for service you use and so on), his inner morality will ensure that he will do so even in absence of outside control. If instead teach him that he have to buy ticket or inspector will issue a fee, it's outside control and as soon as possibility of inspection fade away, he won't pay anymore. More than that, he might attempt to gamble (because it's impossible to place completely fool-proof system) or even break rules to show how wealthy/powerful he feels he is and being able to pay fees without a sweat. Likewise, if your inner morality says that cheating is bad, you won't do so no matter if you are being checked for that or not, in absence of this inner control, it's either gamble, power show or simply waiting for a moment.

Other is how in both cases their culture only value "success" without any regard to how it was achieved. Chinese children are being taught that only perfect result matters and any flaw will be pointed out, anything "good" rejected for not being "the best" (which is wrong at its core - life is about growth, the process itself while perfection means the end of growth, a finality - and finality is death). They are rewarded for cheating if they avoid being caught and punished if they do not - but since only result matter, they would rather gamble. This way of thinking is antithesis of European (and by proxy, also American) one and must be taken in mind when dealing with them.
