While gachas have low cost maintenance, they would be a logistics nightmare for any small team. The transactions alone would give a headache to any small company. Gachas also have to renewal their content constantly, otherwise they would die.

because the market is flooded and there's a shitload of gacha that shut down within months, you just don't hear about them

The cost of maintaining it and constantly churning out content would bring about an immediate EoS.
Closest you'd realistically get is to have it be entirely offline as a way to gate the unlock progression but that runs the risk of just annoying players to the point that they cheat engine their way around it.

Having in app purchases doesn't just make a game bad. The alternative is companies raise a games base price, which they won't do because poorfags. All games development cost have risen greatly but the base prices have basically stayed the same because players willing to spend on in app purchases keep it lower for everyone.
