Bubsy is too small to fail. Low budget games with no quality control are obviously easier to put out than big polished AAA mascot games that need to sell a million copies to break even.

Bomberman is still alive (SBR2 released in 2023). Konami's track record with the IP hasn't been much to write home about aside from Bombergirl, so it's a case of the spinoff overshadowing the mainline series.
Even then, he was never really a mascot character to begin with. Hudson Soft's mascot was Hachisuke, the bee in its logo.
