I want to make a city builder somewhat inspired by this. Small usable area so it needs to develop upward and downward. Have a happiness metric so the player needs to balance citizen access to daylight. Light structural simulation constraining how high you can go, a little randomness letting a player temp disaster by building past the safety factor.

I see it going to either end of technology. Some medieval fantasy setting with mines and workshops and cesspits underground, stone and wood towers reaching into the sky. Or a sci-fi setting with industry and life support underground and habitation and research above.

Yep. Cooking is cool but when you're in a real city like that it feels more like just a hobby you're not doing, not a life necessity that you're missing out on.
