Moses free's the Hebrews. However there are some things we must remember about this. 1, the Hebrews have elders, priests (rabbis) and other spiritual leaders at this time. Moses who has been living in the lap of luxury while they have been starving, whipped etc probably has caused a lot of animosity. But it's nothing compared to what happens next.
Moses and the Hebrews get to the mountain where Moses alone is asked to ascend and speak to God.
Now the leaders, elders, rabbi's, priests all of them are forbidden from ascending the mountain. I don't mean verbally forbidden either, God places a magical wall they are unable to pass.
