Not true.
The Diva Dress has her wearing shoes. It's unlocked by collecting all records in the game (or via Amiibo)

They wanted a duo as DK is a big stupid ape, and they wanted a partner that could talk for him. Similar reason why Link has a partner of some sort in some games.

It's not revealed why she doesn't wear shoes, but it's probably to make her gripping onto DK seem more realistic like a baby ape does.It's probably why her default dress has a kind of ripped caveman look too. It's just to subtly make her look more "ape-like"

Odyssey had something similar with the Odyssey Amiibos. Amiibos stopped having important content on them a long time ago.

We don't do it often because of shoes, but our toes are pretty functional to grip things. I used to pick up shit with my feet as a kid all the time. I got pretty good at it and used it as a party trick.

Nintendo (and a lot of other game creators) are hyperaware that middle-aged dudes that are now parents play a big part in video game sales.
Have a daugher-like figure, and explicitely a mode for a little kid to play as that role playing alongside you, is directed specifically towards them to get the sales, while still being enjoyable for everyone else.
There are a lot of "dad"-centric type video games these days.
