It may have been related to 60s nostalgia since the 60s had a summery vibe with hula hoops and the Beach Boys. 60s nostalgia seemed to be big in the 2000s with the mod revival and all the spies and secret agents in pop culture (Rouge in Sonic, Spy Kids, Austin Powers, Charlie's Angels, XXX, Kim Possible, Totally Spies, Perry the Platypus in Phineas & Ferb)
