Just did a play through of HR the other day. The piss filter wasn't nearly as bad as I remember it being. It's pretty obvious that the studio entered a serious crunch time when they were developing the Picus offices / Montreal. The boss fights aren't bad (except against Hyron) but it's clear that effort should have been put elsewhere in the game. I really dig the dialogue conversations with certain NPCs, so it's a shame the game included a social enhancer mod. Also, Radar 2 "upgrade" is an absolute pitfall.
I think what makes the game "work" for me is that, for the most part, the dialogue and story makes sense. One criticism I've seen for HR is that it doesn't cover ALL of the conspiracies. Well... That would have been a terrible decision. HR just focuses on one PART of the global conspiracy, which is human augmentation. It could have gone further with the topic, especially by introducing a faction or characters who believe in an extreme form of human purity that includes the killing of the elderly, the physically disabled, and so on, but I suppose Eidos Montreal thought race relations was more relatable?
